New default Python interpreter

Python 3.5 has reached its end-of-life. Therefore, the platform-provided Python 3.5 interpreter will be removed in the near future and we will no longer provide support for this version.

The new default Python interpreter on Terrascope Virtual Machines and Jupyter Notebooks is Python 3.6.8. This new version is already provided.
